Carolyn was born to her parents, Robert and Irene Fulton in Crawford, MS. Carol as her family and friends knew her, was the first girl and 6th child of 11. She had 5 older brothers, 2 younger sisters and 3 younger brothers. She graduated from Brooksville High, MS in 1953 and moved to Washington, DC shortly after. She married her husband of 64 years, Donald N Proctor in 1955. This union produced 3 children, Donald F, Christina and Michael.
Carol joined the Dept. of Agriculture in 1963 and worked there for many years before transferring to the Cooperative Finance Corporation, of the National Rural Utilities agency (NRU/CFC). There she worked as the Executive Assistant to the Governor. She retired in 1993.
While working she went to school at Strayer University earning her Bachelor's Degree, while raising a family and making a home wherever she lived. Starting in DC, then the suburbs of Maryland, Ashburn, Virginia, and finally in Wylie, Texas. And that home was always open to all.
She made close friends throughout her life, and will be missed greatly by them all, especially those of the Fulton Genealogy Group. She was an avid genealogist, who did many years of research of the Fulton family, traveling to Ireland, Scotland, England, Nova Scotia, Georgia, and many other places both with the group and on her own. She helped many of those researching the Fulton name to connect with "cousins" all over the world. Carol had planned to write a book about it one day.
Carol was preceded in heaven by her parents, 6 of her brothers and her youngest son Michael. She is survived by her husband Donald N. Proctor, and 2 children, Donald F. Proctor and Christina T. (Proctor) Walrath, one grandson Don Lee Proctor, his wife Tammy, and six great grandchildren. She was also a step grandmother to one grandson Brian E. Walrath, Jr. and 4 great grand sons, 2 brothers, Joe Fulton and Arthur Fulton, and 2 sisters, Betty Neubel and Dorothy Saunders
Carol will be interred on February 24th, 2020, at 2:30pm, at The National Cemetery in Dallas, TX. In lieu of flowers, please make a donation to the American Cancer Society.
